Job Summary
**Note this is a temporary position covering part-time hours (20-25 hours/week) for up to 12 months**
In 2026 the accessibility portfolio has expanded and is being transitioned to the Community Development, Wellbeing & Inclusion, Diversity, Equity, and Accessibility (CDWB-IIDEA) department, this move to CDWB-IIDEA will allow for a more integrated approach to accessibility, aligning it with broader inclusion and equity strategies, fostering collaboration, and strengthening community engagement.
The Project Manager, Accessibility is responsible for leading the development and implementation of the organization’s Accessibility Office in alignment with the Accessibility for Ontarians with Disabilities Act (AODA), the Integrated Accessibility Standards Regulation (IASR), and the City’s existing Multi-Year Accessibility Plan.
This role will establish the strategic and operational foundation of the office, ensuring legislative compliance while embedding accessibility principles across all municipal services, programs, and facilities. The Project Manager will develop governance structures, policies, processes, and reporting frameworks to support sustainable, long-term accessibility planning and continuous improvement.
Acting as a strategic advisor and organizational project lead, the incumbent will collaborate closely with departments, senior leadership, community partners, and accessibility stakeholders to identify barriers, recommend solutions, and advance inclusive practices. The position serves as the project manager and facilitator building cross-functional relationships, supporting education and awareness initiatives and fostering a culture of accessibility throughout the organization.
The successful candidate will combine project management expertise with strong knowledge of accessibility legislation and best practices to drive meaningful, measurable progress toward a more inclusive and barrier-free municipality.
KEY DUTIES & RESPONSIBILITIES
· Manage the setup of the Accessibility office, ensuring compliance with legislative requirements, and advancing accessibility initiatives across the organization.
· Review, develop, and update corporate policies, procedures, and standards to align with accessibility legislation and best practices.
· Manage updates and implementation of the City’s Multi-Year Accessibility Plan and provide expert guidance on accessibility standards, legislation, and best practices to departments and leadership.
· Manage the development, implementation, and evaluation of policies, programs, and initiatives that promote accessibility across all City services, facilities, and communications.
· Prepare reports, presentations, and communications for Council, committees, and the public. Act as a strategic advisor to senior leadership, Council, and departmental management on accessibility matters.
· Manage, coordinate and support the Municipal Accessibility Advisory Committee, ensuring meaningful community engagement.
· Develop short- and long-term strategic plans aligned with the Accessibility for Ontarians with Disabilities Act (AODA), the Integrated Accessibility Standards Regulation (IASR), and the City’s Multi-Year Accessibility Plan.
· Monitor legislative changes and emerging trends in accessibility and recommend policy updates.
· Other duties as assigned.
Qualifications, Competencies
· Post-secondary diploma in a related field.
· University degree in Public Administration, Community development, Human Rights, Accessibility Studies, Disability Studies, Social Sciences, Project Management, or a related field preferred.
· 3 years relevant experience working within an accessibility, inclusion, or equity-related roles.
· Minimum 5 years of progressive experience in accessibility, inclusion, or equity-related roles, preferably in a municipal or public sector environment preferred.
· Experience working with regulatory agencies, governments, and community organizations.
· Experience in project management, policy development, or program implementation.
· Demonstrated knowledge of AODA, IASR, Ontario Human Rights Code, Building Code etc.
· Lived experience with disability and/or accessibility barriers preferred.
· Experience in supporting programs designed to remove barriers to access in client focused environments, or community service delivery preferred.
· Awareness of accessibility provisions in Zoning By-Law and familiarity with site plans preferred.
· Experience in accessibility standards and best practices including concepts of universal design preferred.
· Project Management Professional (PMP) designation or equivalent project management certification is considered an asset.
