Job Description
This role involves recruiting and supporting staff working with children, youth and families, ensuring compliance with regulations, maintaining employee and client data, and leveraging data for decision-making.

Duties:
Human Resources Responsibilities:
• Manage the recruitment, onboarding, and training of employees, students and volunteers.
• Maintain accurate employee records, including background checks, certifications, and training compliance
• Ensure compliance with CCEYA regulations, labor laws, and agency policies.
• Handle payroll processing, benefits administration, and scheduling in coordination with finance.
• Support employee performance evaluations, professional development, and retention initiatives.
• Oversee employee relations, conflict resolution, and disciplinary processes following workplace policies.
• Develop and update HR policies, procedures, and training manuals tailored to licensed child care and youth services.
Data Management Responsibilities:
• Maintain a secure and organized HR database for staff records, training logs, and compliance documentation.
• Generate reports on workforce trends, turnover rates, training completion, and staffing needs.
• Oversee client data management, ensuring confidentiality and compliance with privacy laws
• Ensure accurate documentation and reporting for government funding, licensing, and accreditation requirements.
• Utilize HR and case management software (e.g., EMHware) to streamline processes.
• Conduct data audits to ensure compliance with child protection policies and reporting standards.
• Other duties as required
Requirements:
• Degree in Human Resources, Social Work, Business Administration, Data Management, or a related field.
• Experience in HR, data management, or administrative roles within child and youth services, social work, or non-profits.
• Knowledge of licensed child care regulations, privacy laws, and labor laws.
• Proficiency in HR software, case management systems, and Microsoft Office (Excel, Word, Power BI, etc.).
• Strong analytical, organizational, and problem-solving skills.
• Excellent communication and interpersonal skills
• Ability to handle confidential and sensitive information responsibly.
• Experience with child and youth-focused organizations, social services, or government-funded programs.
• Familiarity with payroll systems.
• Background in workforce planning, scheduling, or employee training within a child and youth agency.
• High level of critical and logical thinking, analysis, and/or reasoning to identify underlying reasoning.
• Attention to detail in all areas of work, meticulous records maintenance skills.
• Ability to work under pressure and meet set deadlines.
• Must have a valid Ontario Drivers License and use of a personal vehicle for transportation to NHCS sites if necessary
• Must have a clear recent Criminal Reference Check and CPIN Children’s Aid Check
Terms
Full-time position 35 hours/wk, Probation salary $57657.60/year with benefits after one month. NHCS reserves the right to limit the notice entitlement upon termination to the minimum standards of the Employment Standards Act.
